I've done it. Once when I was at a friend's house, we were maybe 10 years old. Again in a jacuzzi like you described but with another girl doing the same thing, maybe 8 years old. But at that age I dont think girls can reach orgasm, at least, we weren't doing it to get off. So I don't think it counts as circle jerking because we were young
